Since 1979, Baldwin Paving has been Metro Atlanta's trusted asphalt construction company. What began as founders Ernie Baldwin and John Harrison, Sr., paving tennis courts has grown into a full-service asphalt company with over 450 employees, nine asphalt plants, and dedicated commercial paving and heavy civil divisions. As one of the region's leading local asphalt paving companies, we provide comprehensive services from asphalt installation to complete asphalt construction. Our Story

What started as a small, family-owned crew paving tennis courts in 1979 has evolved into Metro Atlanta’s most trusted, execution-first asphalt and infrastructure contractor.

1979

Ernie Baldwin and John Harrison Sr. founded Baldwin Paving Company, Inc. Originally focused on small projects, this partnership was impactful with both men having operational and business expertise. What is now Baldwin Paving’s Commercial Projects division was born. This division continues to be the cornerstone of Baldwin Paving’s business. At the time, this included paving tennis courts and small parking lots.

1984

Operations of Baldwin Paving’s first asphalt batch plant, known as Plant #1, began in Marietta, GA. This critical location paved the future for long term growth and success.

1985

Baldwin Paving moved its primary office location from John Harrison, Sr.’s garage to Marietta to be closer to its only asphalt plant at the time.

1989

Baldwin Paving moved its main office to its current location: 1014 Kenmill Drive, Marietta.

1994

Plant #2 located in Clayton County, GA began its operation. This expansion was critical at the time for Baldwin Paving becoming a multi-plant operator.

1995

Operations of the Roadwork Paving division began. The first road paved was Powder Springs Road, located in Marietta, GA.

1996

Operations of the Roadwork, Grading, and Concrete division began.

1999

Plant #3 located in Douglasville, GA began operations. This gave Baldwin Paving the opportunity to increase operational capacity at a crucial time of growth in metro Atlanta.

2000

Plant #4 located in Auburn, GA began operations.

2002

Plant #5 located in Cumming, GA began operations.

2007

Plant #2 (the Atlanta/Clayton Co. plant) moved to its final location in Forest Park, GA.

2009

Plant #6 located in Newnan, GA began operations.

2012

This year marked the completion of the I-285 major Interstate project on the southside of Atlanta. This $20mm project solidified Baldwin Paving as a major player in the Atlanta Paving market.

2018

Baldwin purchased the APS Terminal with our partnered group located in Lithonia, GA. This key investment allowed Baldwin to purchase asphalt cement liquid at wholesale pricing and hold liquid for extended periods while lengthening the vertical integration of Baldwin’s supply chain.

2018

The Commercial Projects division completed over 100,000 tons of paving in less than 3 months at the 1,000 acre Fort Gillem Distribution Center. This highlighted Baldwin’s ability to put multiple crews on quickly to complete Commercial projects.

2020

Plant #7 located in Kennesaw, GA began operations.

2022

Plant #8 located in Ball Ground, GA began operations.

2023

Plant #9 located in Gainesville, GA began operations.

2024

This year marked the completion of the I-285/SR 400 project. This combined work of nearing $100mm included 400,000 tons of asphalt placed, 500,000 SYs of Milling, grading/excavation, pipe, traffic control among several other scopes showing our diversification all in one job.

2025

Baldwin Paving purchased the Gwinnett Asphalt Terminal with a partnered group located in Doraville, GA. This investment doubled Baldwin’s asphalt cement liquid capacity and further extended the vertical integration of Baldwin’s supply chain.

John Harrison Jr.

Owner

John Harrison, Jr. is an Owner of Baldwin Paving Company and a second-generation leader who’s helped guide Baldwin through one of the most significant periods of growth and modernization in its history. In 2007, John joined Baldwin as a Project Manager/Estimator in the Commercial Division. He later transitioned to the Roadwork Division, where he deepened his expertise in complex heavy civil and transportation infrastructure projects. He was promoted to VP of Special Projects in 2011, where he learned directly from the founders. These pivotal years gave John a comprehensive understanding of Baldwin’s operations, manufacturing capabilities, and long-term strategic direction. John assumed the primary executive role as President in 2014, guiding the company through new levels of expansion, especially in asphalt manufacturing and linear construction. In 2017, John and his brother-in-law stepped into the roles of Co-Presidents, blending their unique skillsets to guide the company through its next phase of growth. During John’s leadership tenure, Baldwin nearly doubled its manufacturing capacity, geographic reach, and workforce. John helped drive Baldwin’s growth into larger and more complex infrastructure programs, including its expansion into interstate projects that have positioned Baldwin as a leader in major transportation initiatives across Georgia. John values understanding every sector of Baldwin’s operations, from plant performance to commercial projects and heavy civil field execution. This breadth of knowledge enables him to guide long-term strategy while digging into the details when needed. Early in his career, John chose to enhance his understanding of the industry and Baldwin’s core product offering, earning certifications in subjects like asphalt mix design. Augmenting his business background with a deep fluency in industry knowledge allowed John to support Baldwin at all levels. Being deeply ingrained with both people and processes is a value John holds dear to his leadership philosophy. Combining executive oversight with hands-on technical fluency, he’s modernized Baldwin by integrating advanced technology and disciplined, data-driven processes. When complex challenges arise, John is known for engaging personally and deeply until the best solution has been implemented, tested, and proven. In 2022, John transitioned into an ownership and board leadership role, focusing on governance, long-term strategy, and stewardship while ensuring continued operational excellence through executive leadership. He earned a Bachelor of Business Administration from Furman University in 2007. John has served on various association boards, including the Board of the Georgia Highway Contractors Association and the Georgia Soil and Erosion Control Committee. Grounded in a belief that infrastructure is ultimately about people, John leads with a deep sense of responsibility to Baldwin’s employees, their families, project partners, and the communities the company serves. He lives in the Atlanta area with his wife and two children.

Ryan Teague

Owner

Ryan was born and raised in the Upstate of South Carolina and graduated from Clemson University. He received a law degree from the University of Georgia. He clerked for a U.S. Court of Appeals judge and then practiced law at a large firm in Atlanta for a number of years before serving as the chief legal counsel for the Governor of Georgia for almost a decade. Ryan joined Baldwin after his time with the State and has led various initiatives at the company, with particular focus on asphalt plant expansions to Cherokee and Hall counties and Baldwin's contracts to perform on large heavy civil projects for both the Georgia Department of Transportation and MMIP prime contractors. Ryan is on the board of the Georgia Highway Contractors Association, serving as Vice Chairman, as well as the Executive Board of Competitive Georgia. Ryan also serves on a number of other boards, including the Judicial Nominating Commission for Georgia Governor Brian Kemp, the Clemson University Board of Visitors, the board of the Metro Atlanta YMCA, the Bobby Jones Golf Course Foundation Board, and various other community initiatives.

Chad’s current responsibilities include oversight of Baldwin’s risk management and insurance programs, as well as coordination of litigation and legal matters. Chad’s association with Baldwin began in January 2020 when he was engaged to provide advice on business process improvements in finance, accounting, and administrative operations. Chad then joined Baldwin full time as the Chief Administrative Officer in November 2020, overseeing Finance, Accounting, Human Resources, Information Technology, Safety, and Risk Management before transitioning to his current role in 2023. Mr. Kelly is also a member of the Board of Directors of the Company. Chad is a native of Dublin, Georgia. He received his Bachelor of Business Administration from the University of Georgia, and an M.B.A. with a concentration in Accounting from Georgia Southern University.  He received his Juris Doctor from the University of Georgia School of Law. Chad is a member of the Georgia Bar and is a Certified Public Accountant.

Matt joined the company in 2020 and his expertise involves all facets of construction and manufacturing. He brings over 25 years of construction experience to his leadership role. His journey includes various roles and titles in construction such as Job Cost Accountant, Project Engineer, Project Manager, General Superintendent, Controller, Chief Financial Officer, and now Chief Executive Officer. This blend of operations, field, and financial expertise has equipped him to guide Baldwin Paving Company, Inc. Matt was born, raised, and still resides in Marietta, GA. He received a bachelor’s degree as well as a MBA from the Michael J. Coles College of Business at Kennesaw State University before earning his Certified Public Accountant (CPA) license.

For 22 years, Doyle Massey has been a dedicated member of the Baldwin Family and now serves as Vice President of Business Development across all divisions. Throughout his career, he has played a significant role in supporting the company’s growth, strengthening its reputation, and building lasting customer relationships. Before stepping into his current position, Doyle served as Senior Project Manager, where his leadership and deep expertise in asphalt paving drove the advancement of the Commercial Division. His ability to build strong relationships throughout the industry with integrity and knowledge he brought to every project helped the division become one of the largest and most trusted in Georgia. Today, Doyle leads the Marketing and Business Development team with a focus on driving revenue growth, expanding the customer base, and fostering long-term relationships that will earn repeat business. Outside the office, he enjoys spending time with his family and friends and competing in pickleball tournaments.

Vice President of Commercial Paving

Nick serves as the Vice President of the Commercial Division, where he leads project management and estimating operations, bringing more than 28 years of industry experience to the role. Born in Maple Shade, New Jersey, Nick earned his Bachelor’s degree in Civil Engineering Technology from Southern Polytechnic State University. He began his career with the Georgia Department of Transportation (GDOT), where he served three years as a Project Manager. During his time with GDOT, he oversaw a high-profile I-75 project spanning 18 miles that included concrete rehabilitation, bridge jacking, and asphalt overlays—an experience that helped shape his expertise in large-scale infrastructure and complex transportation projects. Nick joined Baldwin in 2000 as a Project Manager/Estimator in the roadwork division, where he successfully led major roadway projects for more than six years. In 2006, he was promoted to Vice President of the Commercial Division. His extensive background in roadway construction and infrastructure development has been instrumental in his continued success in this leadership role. Since stepping into executive leadership, Nick has played an integral part in the company’s sustained growth. His strategic oversight, industry knowledge, and deep understanding of commercial construction have contributed to successful projects across Georgia. Nick has been married since 2005 and is the proud father of a teenage daughter. Outside of work, he enjoys golfing, fishing, hunting, and supporting his daughter in basketball and travel softball.
