Since 1979, Baldwin Paving has been Metro Atlanta's trusted asphalt construction company. What began as founders Ernie Baldwin and John Harrison, Sr., paving tennis courts has grown into a full-service asphalt company with over 450 employees, nine asphalt plants, and dedicated commercial paving and heavy civil divisions. Our Story

What started as a small, family-owned crew paving tennis courts in 1979 has evolved into Metro Atlanta’s most trusted, execution-first asphalt and infrastructure contractor.

1979

Ernie Baldwin and John Harrison Sr. founded Baldwin Paving Company, Inc. Originally focused on small projects, this partnership was impactful with both men having operational and business expertise. What is now Baldwin Paving’s Commercial Projects division was born. This division continues to be the cornerstone of Baldwin Paving’s business. At the time, this included paving tennis courts and small parking lots.

1984

Operations of Baldwin Paving’s first asphalt batch plant, known as Plant #1, began in Marietta, GA. This critical location paved the future for long term growth and success.

1985

Baldwin Paving moved its primary office location from John Harrison, Sr.’s garage to Marietta to be closer to its only asphalt plant at the time.

1989

Baldwin Paving moved its main office to its current location: 1014 Kenmill Drive, Marietta.

1994

Plant #2 located in Clayton County, GA began its operation. This expansion was critical at the time for Baldwin Paving becoming a multi-plant operator.

1995

Operations of the Roadwork Paving division began. The first road paved was Powder Springs Road, located in Marietta, GA.

1996

Operations of the Roadwork, Grading, and Concrete division began.

1999

Plant #3 located in Douglasville, GA began operations. This gave Baldwin Paving the opportunity to increase operational capacity at a crucial time of growth in metro Atlanta.

2000

Plant #4 located in Auburn, GA began operations.

2002

Plant #5 located in Cumming, GA began operations.

2007

Plant #2 (the Atlanta/Clayton Co. plant) moved to its final location in Forest Park, GA.

2009

Plant #6 located in Newnan, GA began operations.

2012

This year marked the completion of the I-285 major Interstate project on the southside of Atlanta. This $20mm project solidified Baldwin Paving as a major player in the Atlanta Paving market.

2018

Baldwin purchased the APS Terminal with our partnered group located in Lithonia, GA. This key investment allowed Baldwin to purchase asphalt cement liquid at wholesale pricing and hold liquid for extended periods while lengthening the vertical integration of Baldwin’s supply chain.

2018

The Commercial Projects division completed over 100,000 tons of paving in less than 3 months at the 1,000 acre Fort Gillem Distribution Center. This highlighted Baldwin’s ability to put multiple crews on quickly to complete Commercial projects.

2020

Plant #7 located in Kennesaw, GA began operations.

2022

Plant #8 located in Ball Ground, GA began operations.

2023

Plant #9 located in Gainesville, GA began operations.

2024

This year marked the completion of the I-285/SR 400 project. This combined work of nearing $100mm included 400,000 tons of asphalt placed, 500,000 SYs of Milling, grading/excavation, pipe, traffic control among several other scopes showing our diversification all in one job.

2025

Baldwin Paving purchased the Gwinnett Asphalt Terminal with a partnered group located in Doraville, GA. This investment doubled Baldwin’s asphalt cement liquid capacity and further extended the vertical integration of Baldwin’s supply chain.

Matt joined Baldwin in 2021, and he has 39 years of experience in the construction industry where he has performed a variety of roles. He started as a Laborer, learned to operate numerous pieces of equipment, became a paving Foreman, and progressed to General Superintendent, General Manager and Vice President. Matt’s vast field and management experience over his decades long career has equipped him with the expertise to lead Baldwin Paving’s Heavy Civil Asphalt Operations. Matt was Born in Thibodaux, LA and raised in Cedar Bluff, AL. He has worked in the construction industry mostly in GA, but also in AL, TN, and FL.

Born and raised in Stone Mountain, GA, Michael brings 28 years of industry expertise to his leadership role. Since joining Baldwin in August 1997, Michael has built his career from the ground up—beginning as an estimator and project manager, advancing into a Divisional Manager position in the field, and ultimately overseeing commercial operations across the Atlanta metro area and surrounding communities.Throughout his tenure, Michael has played a key role in delivering a wide range of commercial paving projects, earning a reputation for operational excellence and a hands-on leadership style. His deep knowledge of both office and field operations allows him to bridge strategy with real-world performance, ensuring projects are completed safely, efficiently, and to the highest standards of quality. Michael holds a Bachelor of Business Administration in Marketing from Valdosta State University, where he also played collegiate football. While attending Valdosta State, he met his wife, Amy. Today, they reside in Acworth, GA, and are the parents of three boys: Brock, Hayden, and Grant. Michael’s long-standing commitment to Baldwin Paving reflects his dedication to teamwork, integrity, and building lasting client relationships through consistent, dependable results.

Having joined Baldwin in 2022, Shelley brings over 15 years of experience in Human Resources, with more than a decade spent in leadership roles. She has supported the company’s continued growth by focusing on compliance, employee engagement, and fostering a strong workplace culture. Shelley’s professional background spans several industries, including industrial, corporate, retail, hospitality, and now construction. She is well-versed in employment law, benefits administration, and employee relations, and she is passionate about creating policies and practices that support both the business and its people. Born and raised in suburban Milwaukee, Wisconsin, Shelley is a graduate of the University of Wisconsin - Milwaukee. Shelley relocated to Georgia in 2015 with her husband and two daughters to trade harsh winters for warmer weather. Outside of work, she operates a small at-home baking business, enjoys traveling, rooting for her beloved Green Bay Packers, Wisconsin Badgers, and Milwaukee Brewers, and can often be found watching classic sitcom reruns.

Marquis currently serves as Director of IT at Baldwin Paving Company, Inc. Marquis joined the company in March of 2017, and his expertise involves overseeing IT operations and ensuring systems are secure, efficient, and aligned with business goals. He brings over 23 years of experience to his leadership role.

Director of Risk and Safety

Bruce Roeder has enjoyed numerous roles at Baldwin Paving over his 12 years with the company, with the past 5 spent overseeing the Safety Department. With a goal of every employee going home to their family just as they arrived, Bruce is constantly searching for opportunities to protect and educate the Baldwin Team. Prior to coming to Baldwin, Bruce managed construction projects all over the Country, covering 48 states as well as projects abroad in China, Brazil, Mexico, and Canada, but he finally feels that Georgia is home. Bruce and his wife of 16 years have a second full-time job raising a vibrant toddler! Through his time at Baldwin, Bruce has tried to teach Safety through education and helping develop crews through both hands-on experiences and classroom training to cover all aspects of a day on the jobsite, at an asphalt plant, or in our terminal. Combining technology with training, Baldwin continues to reduce injuries, accidents, and other incidents that can hurt people and morale. Promoting teamwork and watching out for your neighbor has helped make tremendous strides in the organization's safety programs. When not at work, Bruce enjoys outdoor family activities, from camping to sporting events.

Erik Schmitz

Senior Director of Finance

Erik joined the company in 2023 and oversees financial reporting, accounting, budgeting, forecasting, and treasury functions, to ensure the company’s results reflect its established objectives while complying with accounting and industry standards. He brings 27 years of auditing and accounting experience to the company, beginning his career with Arthur Andersen and KPMG, followed by decades of experience in internal audit and corporate accounting roles, such as Audit Manager, Assistant Controller, Corporate Accounting Director, and CFO, primarily for Time Warner Corporate and Turner Broadcasting Systems, Beazer Homes, and Cumulus Media. He has an unceasing curiosity and a drive for process improvements, all aimed at contributing to the company’s success. Erik graduated from Tulane University’s A.B. Freeman School of Business, earning a bachelor’s and master’s degree in accounting, and is an active CPA in the state of Georgia. He resides in Kennesaw, GA, with his wife and two sons, enjoys family traveling, hiking with his dog, and golfing.
